Campbell River:  Subdivision application for 27 lots, with 2 multi-family projects.

City staff are reviewing a subdivision application for 27 residential lots including two multi-family properties as the first phase of this 46.92 ha project. The majority (63%) of the development site including wetlands, streams, and steep slopes is expected to remain as natural space, due to high ecological values and hazard conditions. Proposed lots 1 to 26 include 18 zoned R-1A, 6 zoned R-2, and 2 zoned RM3. Lot 27 will become the remainder lot for the future phases. As proposed, the primary access will be located off Quinsam Road. There will be a single access for the project, supported by a proposed emergency-only access that runs on the existing statutory right of way for the City of Campbell River’s water mains and Fortis BC gas lines. A traffic impact assessment (TIA) recommends – a westbound left turn lane with a 30 m storage length on Highway 28 at Quinsam Road once 125 units are constructed, a sidewalk or multi-use pathway along the internal road from Quinsam Road to the proposed greenway (west end), and a paved shoulder along the Quinsam. Facilitation of the Subdivision will require numerous development permits through the course of the project and the existing downstream sanitary system is currently at capacity and will need upgrading.

Port Alberni: Invites bids for a 1.45 km multi-use path.

The City of Port Alberni invites bids for the Phase 1 Implementation of a multi-modal active transportation corridor. The connection of the Victoria Quay to Harbour Quay will occur over multiple phases. The Contract is for Phase 1, totaling 1.45km of a 3-meter wide, lighted, asphalt pathway spread across five project sites and four intersection crossings including installation of hardscape, paving, site furnishings, soft landscape, site lighting, irrigation, and associated works. A non-mandatory site visit will be held on Tuesday, April 4th at 2 pm. This tender closes April 17.

qathet Regional District: $5 million addition to the Lund Community Centre.

The qathet Regional District is proceeding to a referendum for a borrowing bylaw that would allow the qRD to borrow up to $1.1 million to construct an addition for the Lund Community Centre. An Alternative Approval Process (AAP) failed by three votes, with six spoiled ballots. The AAP process allows a local government to go to a referendum following a failed AAP. As proposed, the project includes an update of the current space and an increase in floor area by 6,020 sq.ft. to 10,885 sq.ft. The additional space would provide a half-court gym/community hall, theatre, additional washrooms and change room, and more office and storage space. Based on a feasibility study, the new addition is estimated to cost between $4 million and $5.7 million. The qRD has secured grant funding of up to $4,199,082 to cover 73.33 per cent of eligible project costs and the Northside Community Recreation Service Area has $532,814 available in reserves. In addition, there have been $115,000 in anonymous donations to support the project. A referendum date is expected to be set for early May. If the referendum fails, the project will not proceed and funding will be returned to the funding agency.
