Courtenay: Tender released for detailed design for a new $3.35 million Nature Park.

The City of Courtenay is seeking proposals from qualified consulting firms for the detailed design, contractor procurement, construction administration, and warranty period services for the 4.6 hectare McPhee Meadows Nature Park project. The Class D total project cost estimate for the project has been updated to $3.35 million which includes the detailed design and construction costs. If grant funding is successful, construction could start late summer 2023. If the grant funding decision is unsuccessful, the city will consider executing the park improvements in three phases, subject to available budget funding. This tender closes November 18; see the tender section for more information.

Powell River: $8 million grant received to expand the airport runway.

The city has received a $8,025,527 grant from Transport Canada Airports Capital Assistance Program fund for several key investments identified in the 2020 Powell River Airport Master Plan. That plan was completed in December 2020, and identified $20.8 million in projects over three phases. The existing runway pavement is almost 40 years old, and rehabilitation and re-profiling is required to meet the latest federal certification and safety standards. The major improvements will include a renewed surface and the extension of runway 09-27 to a possible 1,219 metres (4,000 feet), along with replacement of most of the runway lighting. The runway extension is required key to the continued economic resiliency of the region. Other works include improving the centreline crown for better drainage and to reduce ponding. The cost estimate includes general construction, civil and electrical works as well as engineering and construction administration, and a 10 per cent contingency. Work is tentatively scheduled to begin in 2023, depending on Transport Canada priorities. Significant disruption to airport operations and extended runway closures are expected during construction, and engagement with agencies and companies has already begun. Recent work with removal and topping trees south and east of the runway has been completed and staff are working with BC Hydro to address hydro poles within the proposed new airspace. The design and tender documents for the Landfill capping and closure at the east end of the runway are being accessed with a tender anticipated for this Fall.

Port McNeill: Tenders issued for a parking lot extension with retaining wall and a modular for restrooms and showers.

The Town of Port McNeill is seeking proposals from qualified proponents two tenders. The first is for the provision to install Retaining Wall Extension and expand Parking Lot B. This expansion includes a retaining wall with concrete blocking, slope and leveling into existing parking lot, 4” drainage pipe and a concrete pad. This project is to increase parking lot size, increase access for our municipal services to access garbage and recycling materials in said parking lot. The second is for proposals for the provision of a skid mount type modular unit to replace an existing restroom, shower and Harbor facility unit with state-of-the-art multiple use public restroom and shower facility with updated security and tamper free hardware. This facility will require coin operated showers, tamper free public taps and toilets, indoor and outdoor lighting, no windows, solid weather resistant doors, skirting, wheelchair ramp and stairs affixed when completed.
