Port Alberni: 13 demolition permits for buildings on Somass Lands.

The City has issued demolition permits for 13 buildings on this property. The City announced last month that they are working with Synergy Enterprises and North Island College on a new program aimed at teaching students about waste reduction in construction and circular economy principles, while providing practical work experience on the Somass Lands redevelopment project. Funding for the program is provided by the Province of BC through the Community Workforce Response Grant. The Somass Lands, a key 43-acre waterfront property previously a sawmill site, will provide a hands-on learning environment for a portion of their program, where students will be able to improve their skills in building deconstruction and salvage as part of the site’s redevelopment.

Cumberland: Development Permit approved for a 22-unit affordable rental housing project.

Council has approved the Development Permit and Development Variance Permit that will allow for the construction of a proposed 22-unit affordable rental housing project. The proposed development is a three storey 22-unit multi-family rental apartment building with a unit breakdown of four 2-bedroom, fifteen 3-bedroom, and three 4-bedroom units. The units will be targeted towards low to medium-income families. The Village has entered into a long-term lease agreement for the property from the owner, Vancouver Island Health Authority (VIHA) and a condition of this lease is that four units will be offered in priority to VIHA employees working in Cumberland. The Village will sub-lease the property to the Comox Valley Transition Society to build and manage. Having the development permit in place for the proposed development will strengthen the funding applications and increase the likelihood that the project will receive funding.

Saratoga Beach: Application under review for 544 units with a mix of single family, suites and carriage homes.

The Comox Valley Regional District is reviewing a rezoning application for two lots, totaling 87 acres, between McLarey Avenue, Oyster River Way, and the Old Island Highway. The proposal by Armstrong Land, named 400 Saratoga Beach, would create 432 lots with 544 dwelling units serviced with a new community sewage system. The application proposes to replace an existing Master Development Agreement, formerly known as the Saratoga Beach Estates, with a new Phased Development Agreement (PDA) that would enable more housing over more land at a higher density. If the project is approved, the lots would connect to the Black Creek Oyster Bay Water System, of which the first 143 lots are considered in-stream and exempt from the current water suspension for new developments in the area. For the remaining lots, CVRD staff expect the water suspension to be lifted by the time the development proceeds past the first 143 lots. The CVRD Board has directed staff to commence the external agency and referral process, and to proceed with discussions with the property owners to replace the Master Development Agreement.
