Royston: CVRD has received $7.4 million for the Water Service (South) Extension Project.

The Comox Valley Regional District has received $7.4 million in grant funding for the Water Service (South) Extension Project (WSEP). The WSEP includes the installation of a 11.4 km water transmission line (and related transmission infrastructure such as valves, chambers, etc.) to service properties in south Courtenay and Baynes Sound – Denman/Hornby Islands (Electoral Area A), including the Royston WLSA and K’ómoks First Nation (K’ómoks) development lands, with water from the Comox Valley Water System (CVWS). The WSEP stems from the mutual benefit agreement (MBA) between the CVRD and K’ómoks for the Comox Valley Water Treatment Project (WTP), which included a CVRD commitment to extend water services south to K’ómoks development lands. The project is proposed as a partnership between K’ómoks, the Royston WLSA and the City of Courtenay. The new infrastructure will be paid for by the project partners, and owned and operated by the CVWS. However, staff have requested approval of repayment of the Capital Improvement Cost Charges over 10 years to help lessen the up-front cost burden to Royston WLSA residents. The project is still in the preliminary design phase, and there are a number of project agreements and approvals required before all partners can fully commit to the WSEP. Current timelines have detailed design in 2024, project construction in 2025, and project completion in 2026. Total project cost is currently estimated at $20 million.
