Courtenay: addition to Midland Tool
The City has approved three development permit variances to allow an approximately 168m2 addition to Midland Tools. This property is a bareland strata with other commercial units. The variances are: varying lot coverage to 52% from 50%; reducing the minimum front yard building setback to .5 m from 7.5 m; and removing the need for a landscaped buffer separating properties. The addition is primarily designed for greater storage space for goods; allow a dedicated receiving and storage area; and provide weather protection for goods and materials that otherwise would sit outside. The proposed addition to the existing building will also provide a façade refresh along the front of the building where the addition will be built and along small portions of the side of the building. As per the Development Procedures bylaw, no Community Information Meeting is required. In addition to the variances, the applicant has submitted a Development Permit application.
Courtenay: rezoning approved for 12 townhome units
Council has adopted a rezoning application for a new Medium Density Multi-Residential (RM-1) zone to allow for 12 townhome units. As proposed, the applicant intends to build 12 three-bedroom townhouse units in three two-storey buildings. Other features of the proposed project include front and rear setbacks of 6 m; height of 9m; driveways that from the garage and can fit an extra vehicle; and solid wood 6-foot fencing running along rear and side lot lines. A DPA-1 form and character development permit with landscaping security is required prior to building permit issuance. In the interest of streamlining processing time, rather than requiring Section 219 covenants, the proposed conditions are addressed through the following: Frontage improvements or cash-in-lieu for frontage improvements noted above are required by Subdivision and Development Servicing Bylaw prior to building permit issuance. In addition, the developer has provided a Letter of understanding that commits the developer to paying $32,000 in full prior to issuance of the second building permit for the project, which will include the fifth unit. This reflects that the first four lots are already permitted under existing zoning.
Campbell River: proposed 150 long-term bed and child care facility on hold
This project has been delayed due to escalating costs and the requirement for a new site. The project was to be located at 375 Second Avenue, on the west side of the North Island Hospital Site and immediately west of Yucalta Lodge, however, a geotechnical assessment identified the site as not feasible. The scope of the project included a three-storey , 153 bed Long Term Care facility of approximately 18,000 gross square metres, and a 37 space child daycare, with construction starting in 2025. While the provincial budget is still allocating funds towards a long-term care project in Campbell River, the project is on hold until further notice.
