Comox Valley: moving forward with the Water South Extension project

The Comox Valley Regional District (CVRD) is proceeding to the detailed design process for the Water South Extension with procurement for an engineer this summer. The project is proposed as a partnership between K’ómoks, the Royston WLSA and the City of Courtenay. Project partners have been asked to provide updated water supply needs to inform project cost apportionment, which is required to finalise a project agreement. Detailed design is expected to take one year, with procurement and construction awards in the Fall of 2026. Construction is expected to begin in late 2026 or early 2027. The project is required to be completed by early 2028 before the $7.4 million grant expires. The project includes the installation of a 11.4 km water transmission line (and related transmission infrastructure such as valves, chambers, etc.) to service properties in south Courtenay, including the Royston WLSA and K’ómoks First Nation (K’ómoks) development lands, with water from the Comox Valley Water System (CVWS).

Cumberland: approvals moving forward for 60 unit apartment building, 26 townhouse and 8 fourplexes 

Council approved first and second reading for a zoning amendment bylaw for Lot A on Ulverston Avenue to MU-2 Mixed Use Two zone for a mixed-use development. The application has also been reviewed by the Advisory Planning Commission and the Homelessness and Affordable Housing Committee. The revised development concept, finalized in 2024, includes a four-storey mixed-use building with commercial units on the ground floor and 60 rental apartments above, 26 townhouse units and 32 units spread across eight fourplex buildings. Ten percent of the parking will be designated for electric vehicles, and surface parking will also be provided. A playground and a park dedication covering 30 percent of the property are included as part of the proposal. Four units will also be built by Habitat for Humanity on this property.

Comox: council will consider first reading for rezoning for 75 townhome units

The zoning amendment bylaw for this property will be considered for first reading on May 21 at the regular council meeting, beginning at 5 pm at 1801B Beaufort Avenue. The overall proposal by Broadstreet includes 270 units on a 4.0-hectare site. Phase 1, which includes approximately 75 townhome units, has been approved by council to proceed to first reading. Phase 2, which proposes 200 apartment units, will be reviewed at a later date. The property borders a wetland and includes a proposed 15-metre buffer. Council has already given first and second readings to several related bylaws, including amendments to the Official Community Plan, Phased Development Agreement, and Subdivision and Development Servicing Bylaw. The applicant hopes to begin construction on Phase 1 later this year.
