Ucluelet: Moving forward with a $20.7 million water treatment plant upgrade

Ucluelet is moving forward with a $20.7 million water treatment plant upgrade. Costs have doubled from the original $9.6 million project estimate. The water treatment and capacity upgrades will include improving the Lost Shoe Creek Wellfield with a filtration for manganese removal, improving the Mercantile Creek water source to include a filtration, and constructing a third reservoir near the Highway Reservoir to increase storage capacity. In August 2021, the Governments of Canada and British Columbia awarded the District of Ucluelet $7,039,680 in funding for the Project through Investing in Canada Infrastructure Program’s Green Infrastructure Stream. Council has approved the project and is initiating the process of taking out a $13 million loan for the upgrades. Council will move through an Alternative Approval Process for residents to agree to the loan, which could take three months. If the loan approval process is accepted by residents, a RFP for the Design-Bid-Build is expected to be issued this year.

Comox Valley Regional District: A new 54 unit campground proposed for Fanny Bay.

A new campground is being proposed for a 5 acre property in Fanny Bay. The site plan includes 54 sites, washrooms, a small store, cafe, recreational facilities, and one residential dwelling unit. The property at 501 Holiday Road in Fanny Bay is currently zoned Tourist Commercial Two (TC-2). The applicant intends to build 46 drive in sites and 8 walk-in camping sites, washrooms, a small store, cafe, recreational facilities, and one residential dwelling unit on the property. Visitors will have access to an outdoor kitchen area complete with BBQs and picnic bench seating. The project intends to offer primarily temporary accommodation with a few full-time occupancy tourism accommodation units on the site. There are currently two upgraded wells on the site that will satisfy the needs of the proposed project. The project is currently in the process of applying for a water license for the property.

Powell River: Changes to the OCP proposed to carriage homes and new infill development projects.

Powell River staff are recommending changes to the OCP to help facilitate new carriage house construction and broaden the definition of residential small lots to support new infill development projects. The changes would help facilitate new carriage house construction and conversion while reducing requests for Development Variance Permits and broaden the definition of Residential Small Lots. In reviewing the current carriage house program to date, staff propose amending the SOCP Development Permit Guidelines to reduce some need for variances and to capture some desired carriage house projects that currently are not allowed. For residential small lot consideration, staff are proposing to broaden the definition for which properties would be considered for intensive residential including new infill development zones. The proposal will proceed to a council meeting for consideration.
