Development application services are currently provided by Engineering and Public Works, but will be transferred to the new Development Services Department and its Subdivision and Development Servicing Division. Engineering and Public Works will focus on asset management and its core responsibilities of delivering utility and transportation services.

The City has already implemented a number of other changes as part of improving the development process. This includes new subdivision applications and an update to the development application bylaw in 2014 to speed up application reviews. In addition, new comprehensive engineering specifications, standards and design guidelines are also being developed.
